Who We Are

People’s Micro-commerce LTD (PML) stands as one of Sri Lanka’s leading microfinance institutions ,with a portfolio exceeding Rs. 5.5 billion, a dedicated staff strength of over 300, and more than 14,000 customers served across the island. A fully owned subsidiary of People’s Leasing & Finance PLC, the company is committed to providing financial support to underserved rural and urban communities, particularly those often overlooked by traditional banking channels.

PML’s mission is centered on empowering individuals—especially women with entrepreneurial ideas—by offering microfinance solutions that promote social mobilization, income generation, and asset ownership.

Originally incorporated on 3rd September 2010 under the name People’s Micro Finance LTD in accordance with the Companies Act No. 07 of 2007, the company rebranded to People’s Micro-commerce LTD on 4th January 2019, as per Section 8 of the same Act. Since its inception, PML has evolved into a trusted provider of microloans and hire purchase services throughout the country. Operating under the guidance of People’s Leasing & Finance PLC, the company has built a strong presence island-wide with an extensive branch network and a team of committed professionals.

PML offers a wide range of financial products tailored to meet the diverse needs of its customers. These include group loans, individual business loans, small and medium enterprise (SME) loans, hire purchase facilities, CR-based loans (Diriya Loans), equipment loans, educational loans, mortgage loans, and gold plus loans. Designed to be both competitive and inclusive, these financial solutions aim to uplift communities by fostering economic participation and enabling long-term financial growth. With a strong focus on innovation and impact, People’s Micro-commerce LTD continues to play a vital role in expanding financial access and supporting entrepreneurship across Sri Lanka.

Mr. Dulinda Perera

Chairman

Mr. Dulinda Perera currently serves as non Independent Non-Executive Director and the Chairman of People’s Micro – Commerce Ltd (PML). Mr. Dulinda Perera is an accomplished professional with over a decade of experience as the Founder and CEO of IKON Group of Companies, coupled with equal years of expertise in branding, digital transformation, and finance. He has served as a corporate professional and branding consultant for numerous local and global entities, contributing to their growth and strategic initiatives.

In addition to his leadership roles, he serves as a member of the board of directors of People’s Leasing and Finance PLC, People’s Insurance PLC and Hotel Developers Lanka Ltd (owning company of Hilton Colombo), offering his expertise in corporate governance, communications, branding  and strategic planning.

Mr. Perera holds a Bachelor of Engineering in Chemical and Process Engineering from the University of Moratuwa and an MBA from the University of the West of Scotland. He is a Chartered Global Management Accountant (CGMA) and an Associate in the Chartered Institute of Management Accountants ACMA, (UK), a Member of the Chartered Institute of Marketing (MCIM), and a Member of the Institute of Chartered Professional Managers in Sri Lanka (MCPM).

Mr. Sanjeewa Bandaranayake

Director

Mr. Sanjeewa Bandaranayke has over 36 years of extensive experience, including 31 years of expertise in the Non-Banking Financial Institution (NBFI) sector. He currently holds the position of Chief Executive Officer of People’s Leasing & Finance PLC and is also a Director of People’s Leasing Property Development Limited, People’s Leasing Fleet Management Limited and People’s Insurance PLC. He joined People’s Leasing & Finance PLC (PLC) in 2007 as the DGM – Finance & Administration. At PLC, Mr. Bandaranayake has led multiple strategic functions, including Finance, Treasury, Administration, Human Resources, Information Technology, Credit, and Marketing. His significant contribution to the Company’s growth helped PLC to achieve and maintain its position as the market leader in the NBFI sector for 15 consecutive years. Mr. Bandaranayake is a Fellow of the Institute of Chartered Accountants of Sri Lanka, Fellow of the Institute of Certified Management Accountants of Australia, Fellow of the Society of Certified Management Accountants of Sri Lanka and a Finalist of Chartered Institute of Management Accountants (UK). Further, the Central Bank of Sri Lanka appointed Mr. Bandaranayake to serve as the acting CEO to resurrect three troubled finance companies in 2009, 2013 and 2015. He also served as a Director of Credit Information Bureau (CRIB) for over a decade. He served as the Chairman of Leasing Association twice and a Board Member for over 10 years. He was also a Board Member of Finance Houses Association.

Mrs. Nilmini Premalal

Mrs. Nilmini is presently functioning as Deputy General Manager – Payment, Process Management & Quality Assurance of People’s Bank.  She has joined People’s Bank in 2002 as a Management Trainee and count 23 years of experience at the Bank which includes experience in Finance Department for more than 18 years and in Strategic Planning, Performance Management and Research Department for about 02 years.

During her existence in Finance Department she has performed many special tasks which contributed to increase Bank performance as the Deputy Head of Finance. As the Assistant General Manager, she performed effectively to create and develop the strategic plan in the Bank during the term at Strategic Planning, Performance Management and Research Department.

She holds a B.Sc. Business Administration (Special) degree with 2nd class upper from the University of Sri Jayawardenapura and the Master of Business Administration (MBA) from the University of Kelaniya.

She is a fellow member of the Institute of Chartered Accountants of Sri Lanka (FCA) and Certified Management Accountants of Sri Lanka (FCMA). She was an associate member of the Institute of Bankers of Sri Lanka (IBSL) since 2009 and recently she was awarded as the senior fellow member. She has served to the Bankers by granting the knowledge through visiting lectures at the IBSL Sri Lanka. She is a member of the Association of Professional Bankers Sri Lanka. She has partly completed CIMA (UK).

She has been the former Director Board member at the Peoples Merchant Bank and at the same time she was the Chairman to the Board Audit Committee at Peoples Merchant Bank.

Ms. Sadhana Perera

Directress

Ms. Sadhana Perera currently serves as the Deputy General Manager of the Corporate Banking Division of People’s Bank. She joined the People’s Bank in 2002 as a Management Trainee and has since developed extensive expertise in key banking domains, including branch operations, international trading, offshore banking, and managing relationships with leading corporate clients and state-owned enterprises with a career spanning over 23 years.

Throughout her career, Ms. Perera has been instrumental in the bank’s success, particularly in the Corporate and International Banking sectors. She has managed a portfolio of over 600 corporate clients across various business segments, including Corporate Banking, Commercial Banking, and Offshore Banking. 

Before joining People’s Bank, Ms. Perera gained valuable experience in various business sectors, including apparel, manufacturing, leisure, and IT, where she held executive positions. This diverse background has contributed to her well-rounded skill set, enhancing her ability to manage complex banking operations and foster strong relationships with corporate clients.

Ms. Perera holds a Bachelor of Science degree in Human Resource Management from the University of Sri Jayewardenepura, where she graduated with a Second Class Upper Division pass. She also earned a Master of Business Administration with Merit from Cardiff Metropolitan University in the United Kingdom. Additionally, she is an Associate Life Member of the Institute of Bankers of Sri Lanka and a member of the Association of Professional Bankers.

Ms. Akila Samarasinghe

Ms. Akila Imali Samarasinghe currently serves as the Acting Chief Risk Officer of People’s Leasing & Finance PLC (PLC), the parent company of People’s Micro-Commerce Ltd (PML). She is an accomplished professional with 16 years of experience, including 13 years of post-qualified experience and dedicated service in the Risk & Control Department of People’ Leasing & Finance PLC. She has extensive experience in various areas including Integrated Risk Management, Strategic Planning and Business Continuity Planning. 

Ms. Samarasinghe is an Associate Member of the Institute of Chartered Accountants of Sri Lanka and Chartered Management Accountants UK and holds the BSc (Special) degree in Business Administration from the University of Sri Jayewardenepura. She completed her audit training at Ernst and Young. She is also qualified in Risk in Financial Services from the Chartered Institute for Securities and Investments (UK) and holds a Diploma in Bank Integrated Risk Management with a merit from the Institute of Bankers of Sri Lanka. 

At PLC, She is the Chairperson of Executive Integrated Risk Management Committee and serves as a Committee Member in Asset & Liability Committee, Management Credit Committee, IT Steering Committee and Information Security Committee.

Mr. Randhil Siriwardena

Director

Mr. Randhil Siriwardena was appointed to the Board of Directors of Peoples Micro-Commerce Ltd in September 2024 and currently serves as an Independent Non-Executive Director. Prior to this, he served as the Executive Supervisory Officer/CEO of Peoples Micro-Commerce Ltd. Mr. Siriwardena has over 20 years of experience in the Banking and Non-Banking Financial Institution (NBFI) sectors specialising in credit, factoring, leasing and operations.  He has played several key roles in our group company Peoples Leasing and Finance PLC, including as the Deputy Head of Credit, Head of Factoring and also was a member of the Management Credit Committee. Prior to this, he worked as the Head of Factoring at Siyapatha Finance (a subsidiary of Sampath Bank) and as the Head of Leasing and Factoring Operations at Nations Trust Bank PLC (a John Keells company). Mr. Siriwardena started his career at Ernst & Young.

Mr. Siriwardena is an Associate Member of the Chartered Institute of Management Accountants (CIMA) UK, a Chartered Global Management Accountant of AICPA, US, and a Fellow Member of the Institute of Certified Management Accounts of Sri Lanka.

Mr. Wasantha Gunawardhane

Chief Executive Officer/General Manager

Mr. Wasantha Gunawardhane is a seasoned leader with over 32 years of experience in the microfinance and community development sectors. As the first employee of People’s Micro-Commerce Limited, he has played a pivotal role in shaping the organization since its inception and has been with the company for 14 years.

Mr. Gunawardhane has a strong foundation in General Administration, Human Resource Management, and Operations Management, particularly within NGOs and cooperative organizations. His work has focused on Business Development and Animal Husbandry, contributing significantly to rural economic empowerment.

He began his career at Berendina as its first employee and progressed to the position of Resident Project Manager. He later served as Head of Field Operations at Lak Jaya Microfinance. His deep involvement in the microfinance sector extends to his leadership roles at the Lanka Microfinance Practitioners’ Association (LMFPA), where he has served as Honorary Vice President, Treasurer, and Director. Currently, he serves as the President of LMFPA, further strengthening his influence and commitment to industry standards and growth.

Additionally, he has held director and chairmanship positions in four cooperative societies, gaining valuable corporate management experience.

Mr. Gunawardhane brings a wealth of experience and visionary leadership to People’s Micro-Commerce Limited, driving its mission to support and uplift communities through innovative microfinance solutions.

Mr. Buddika Nuwan

Head of Operation

Mr. Buddika Nuwan currently serves as the Head of Operation at People’s Micro-Commerce Ltd (PML). He joined the company in 2011 as the Head of Finance and has been an integral part of its journey since inception.

With over 15 years of professional experience in accounting, auditing, and financial management, and including 8 years of dedicated service in microfinance operations, Mr. Nuwan brings a wealth of industry knowledge and leadership acumen to his role. His hands-on experience spans across diverse areas such as financial reporting, internal controls, risk management, and process optimization within the microfinance sector. His deep understanding of financial systems, coupled with his leadership experience, continues to contribute significantly to the company’s operational excellence and strategic growth.

Mr. Nuwan is a Certified Business Accountant, having successfully completed the final stage of the Institute of Chartered Accountants of Sri Lanka (ICASL), His strong grasp of financial systems, combined with his strategic vision and operational leadership, continues to contribute significantly to the company’s operational excellence and strategic growth.

Mr. Sanjaya Herath

Head of Credit and Administration

Mr. Sanjaya Herath has over 9 years of experience in Marketing, Credit, Branch Operation, Risk Management, Administration, and Human resources functions in People’s Micro-Commerce Ltd (PML). He was joined to People’s Leasing & Finance PLC (PLC), the parent company of People’s Micro-Commerce Ltd (PML) in 2017 and functionally overlooked marketing activities as Head of Marketing in People’s Micro-Commerce Ltd as secondment basis. 

His significant contribution to the Company’s growth helped PML to achieve significant growth in both asses back and micro loan development in PML. In year 2020 he was appointed to oversee Credit and Branch Operational functions in PML and he has contributed to maintain healthy recovery ratios in company in several consecutive years while developing Micro finance activities. In 2021 he has appointed as Head of Credit and 2024 he was appointed as Head of Credit and Administration.

Mr. Sanjaya Herath is a BSc. graduate in Uva Wellassa University of Sri Lanka and member of Sri Lanka Institute of Credit Management (SLICM) and Sri Lanka institute of Institute of Marketing (SLIM). He has Diploma, Advance Diploma and Advance Professional Diploma in Sri Lanka Institute Credit Management (SLICM). He has participated both local and international trainings and gained experience in both Micro Finance and Women empowerment activities. He is a coordinator in Lanka Micro Finance Practitioners Association (LMFPA). Additionally, he is a member in PML Corporate Management Committee and he is actively participate for the strategic decision making as a key Corporate Management Committee member.

Mr. Srimal De Silva

Head of Human Resources

Mr. Srimal De Silva currently serves position as the Head of Human Resources at People’s Micro-Commerce Ltd (PML), and he assumed this role in 2024. He is responsible to oversee the entire HR operations within the organization and presents as a member of PML corporate management committee.

He is a professional with over 13+ years of experience in Human Resources management and prior to join this company he held the position of Manager – Human Resources at LCB Finance PLC.

His educational background includes OTHM Level 6 (UK) qualification in Business Management, Diploma in Human Resources Management, and Diploma in Law. Currently following Masters in Business Administration, which has greatly enhanced his strategic and operational decision-making skills.

He is committed to leading PML to achieve its objectives while providing a wide range of HR service.

Ms. Dilini Nuwanthi

Head of Finance

Ms. Dilini Nuwanthi currently serves as the Head of Finance at People’s Micro-Commerce Ltd (PML), a role she assumed in 2021. She joined the company in 2018 and brings over eleven years of experience in the financial sector. In addition to her financing responsibilities, Mrs. Mihirani represents the Corporate Management Committee, where she actively contributes to the company’s strategic decision-making and operational affairs.  

She holds a Second Class Upper Division B.Sc. degree in Business Administration (Business Economics) (Special) from the University of Sri Jayewardenepura and a Post Graduate – Master’s Degree in Financial Economics from the University of Colombo.

Ms. Nuwanthi is a final-year student of the Institute of Chartered Accountants of Sri Lanka and is a passed finalist of AAT Sri Lanka. She has also partially completed studies at the Institute of Bankers of Sri Lanka, further broadening her financial and banking knowledge.

Her academic background and professional experience make her a valuable asset to the financial leadership of People’s Micro-Commerce Ltd.

Mrs. Malsha Mihirani

Head of Legal

Mrs. Malsha Mihirani is an Attorney-at-Law with over eight years of experience in the legal profession. She began her career in private court practice, specializing in criminal and civil law, where she gained extensive practical experience. In 2017, she joined People’s Micro-Commerce Ltd (PML) as a Legal Officer and has since risen to the position of Head of Legal, playing a pivotal role in managing all legal and regulatory affairs of the organization.

In addition to her legal responsibilities, Mrs. Mihirani represents the Corporate Management Committee, where she actively contributes to the company’s strategic decision-making and operational affairs.  Her insights are further enriched by her exposure to the microfinance sector, both locally and internationally, enhancing her ability to navigate complex regulatory environments and industry dynamics.

Mrs. Mihirani holds a First Class Honours degree in Bachelor of Arts from the University of Sri Jayewardenepura, awarded in 2016. She also distinguished herself at the Sri Lanka Law College by achieving the highest overall score in 2013, earning the prestigious Gold Medal.

Her academic excellence, combined with her professional expertise, makes her a valuable asset to PML’s leadership team.
